Todd has been involved in the oil and gas industry since 1979. He has worked in an engineering capacity for major oil and gas companies, independent private oil and gas companies and the consulting industry. He provides a unique combination of expertise that combines engineering and operations knowledge with hazard assessment and emergency response planning and training. Todd has actively participated on committees that have helped develop industry standards. He has presented courses on well servicing blowout prevention, drilling recommended practices and H2S release rate assessments. Todd has also provided expert witness testimony at regulatory hearings.
Isaac has been involved in the fire, emergency services, safety and rescue industry since 1988. Isaac’s career started in training and evolved into consultation for emergency related services.
Isaac has consulted and provided technical advice for municipal fire and emergency services across Canada with a base population of 1000 – 1.2 million. Isaac has also consulted with various industrial facilities in fire and rescue that include mining, oil and gas, transportation, manufacturing, construction, forestry and national defense. These include Fire Services Master Plans and Feasibility Studies for some of Canada’s most diverse communities and industrial facilities. Some of Isaac’s projects include: City of Calgary, City of Yellowknife, Resort Municipality of Whistler, City of Grande Prairie, City of Red Deer, City of Markham, City of Barrie, Husky Energy, Nexen, Imperial Oil – Kearl Lake, Suncor Energy and Shell Canada.
Ellen has been working in emergency response planning since 1997 and has developed site-specific facility and well emergency response plans for different clients with sour operations in order to meet regulatory requirements in Alberta, British Columbia, Saskatchewan, Yukon and the Northwest Territories.
She has developed and maintained numerous corporate emergency response plans for small to large sized companies with operations in Canada and the U.S.A.
Ellen has project managed annual updates as well as the conversion of major facility (upgrader, refinery, chemical plant, oil sands open mine and SAGD operations) emergency response plans to meet regulatory requirements.
She has also documented and redesigned business practices to increase productivity and quality assurance and participated as facilitator in a Quality of Service Training Program.

She has managed a team of technical computer specialists, a team responsible for application development and the ongoing support of technical systems, a desktop development team an administrative support team, and a technical library.
Along with her emergency management background, she also has experience as a business analyst in the development of a wide variety of corporate computer applications and oil and gas production accounting, joint venture accounting and financial accounting.
Rick has more than 40 years’ experience in fire and emergency protection and response services including emergency preparedness, business continuity and risk management. He has extensive experience in all aspects of fire protection and the development and application of fire, building and safety codes. Currently, he contributes technical expertise to a team of consultants at Behr that carry out fire, emergency response, emergency services operations and management reviews and master plans.
Following his career in the Canadian Navy as a firefighter and helicopter search and rescue crewman, he moved to more progressively responsible fire and emergency response related positions. These include Fire Chief, Principal of the Saskatchewan Fire College, Fire Commissioner for the Province of Saskatchewan, Fire Commissioner for the Province of Alberta, Assistant Managing Director of the Alberta Emergency Management Agency and six and a half years as the Director of Fire and Protective Services (Fire Chief) for the City of Regina.
As Regina’s Fire Chief, Rick led the department in becoming accredited by the Commission on Fire Accreditation International. He also successfully negotiated a collective agreement with the International Association of Fire Fighters Local 181 within City mandate. This had not been accomplished in several previous rounds of collective bargaining.
As Fire Commissioner, he was responsible for providing expert advice on solving issues regarding fire and life safety, public education and fire and building code compliance. He was also responsible for the development and administration of fire and public safety policy, legislation and regulations; delivering and evaluating fire safety and public education and awareness campaigns; training and certification of fire fighters in accordance with internationally recognized professional qualification standards as well as curriculum development and program delivery.
Rick was an active member of the major Fire Advisory Councils including: Underwriters Laboratories Inc., Underwriters Laboratories of Canada and the Canadian Standards Association. Each of these agencies is involved in the development of standards and the testing and certification of a variety of consumer and emergency responder products and services.
As a member of the Underwriters Laboratories Fire Council, Rick recently participated as moderator in an International Lithium-ion Battery Summit in Ottawa (2016).
Rick has served on several committees including the National Research Council on the task force for Objective Based Building and Fire Codes and the implementation of the New National Model Code Development System. He was an ex-officio member of the Canadian Commission on Building and Fire Codes for two years and was chair of the Provincial and Territorial Sub Committee responsible for the National Fire Code of Canada.
Rick is currently involved with the NFPA Fire Protection Research Foundation committee reviewing ‘Fire Safety Challenges for Tall Wood Buildings’ and continues to serve on the CAFC Codes Committee.
Jeff has over 42 years of experience in fire services progressing from Fire Fighter to Fire Chief / Regional Fire Chief. Jeff retired as Fire Chief for the City of Kelowna, British Columbia in March 2017.
Prior to active service in the municipal fire service, Jeff served in Canadian Forces posts across Canada and progressed through the Canadian Forces Fire Service. Career highlights include being a member of a NFPA standards board, Canadian Fire Service delegation leader for NATO and leading the development of aircraft rescue and firefighting standards for the Canadian Forces.
In 1998, Jeff was released from the Canadian Forces Fire Services and accepted a Deputy Chief position with the Fort McMurray Fire Department in 1999. In 2000 he was appointed as Regional Fire Chief for the Municipality of Wood Buffalo. In 2008 Jeff took up the position of Fire Chief for the City of Vernon and in 2011 he moved to Kelowna.
Jeff has been involved in numerous projects that involve fire and emergency services including City of Calgary, Spruce Grove, Regional Municipality of Wood Buffalo, Parkland County, Penticton, Whistler, Airdrie, Portage la Prairie and City of Prince Albert.
In 2010, Jeff completed a visiting international fellow program with the Australian Institute of Police Management. As a Syndicated Director for the Australian Fire and Emergency Service Executive Development Program, he coached senior Fire Officials in strategic planning and contemporary leadership concepts. He has gained a first-rate reputation for providing critical and key input into project recommendations.
As a consultant, Jeff has worked on fire service master plans, fire service reviews, fire station reviews, emergency and disaster management,and community risk assessments.
Dale has been in the fire and emergency services since 1980. Dale retired from the Kamloops Fire Department as Fire Chief in December 2016. Dale furthers his experience and skills by consulting for Behr working on a variety of fire and emergency service-related projects and reviews.
Starting his career as a firefighter in the City of Edmonton, Dale advanced his career to the position of Deputy Fire Chief of Edmonton. Prior to being the Deputy Fire Chief, Dale was also an Executive Board member of IAFF Local 209 as 1st Vice President.
Dale has demonstrated progressive and dynamic leadership with continuous improvement in life skill, known as a prominent emergency services leader. He is an effective communicator with a high degree of integrity. Well developed, interpersonal presentation skills supported with effective problem solving and strategic thinking makes him a definite asset to any team.

Lou Wilde has 32 years of experience in fire services progressing from Career Firefighter to retiring as Deputy Chief for the Kelowna Fire Department. Lou furthers his experience and skills by consulting for Behr working on a variety of fire and emergency service-related projects and reviews.
He has extensive fire service experience with combined career and paid-on-call service. His project management knowledge includes equipment RFP/purchases, paid-on-call deployment reviews and fire department strategic planning.
In addition, he has over a decade of Labour/Management and Operations Center and site experience as a Chief Officer which included a multitude of wildland and flooding events.
Senior Fire and Life Safety Code, Training, and Emergency Management Specialist
Sandy is highly motivated, creative, versatile and has 40 years of experience in Fire, Prevention, Safety, Investigations, Construction Safety and Management.
Sandy retired as Fire Marshal with the City of Calgary Fire Department in 2003. As a Fire Inspector, he contributed to establishing the first Emergency Warden Procedures for the City of Calgary in 1979.
Sandy brings a vast experience of technical and leadership expertise to any fire and building related project. Sandy is skilled at building and maintaining effective, productive relationships with staff, management and clients. He is committed to the highest levels of professional and personal excellence towards health, safety and the environment.
Prior to joining Behr, Sandy spent a year working in the Emergency Management Department for the University of Calgary. Sandy was responsible for Fire Safety, Code related items and 650 Emergency Wardens on the four university campuses. Previous to the University, he spent 4 years working with Riddell Kurczaba Architecture Interior Design Engineering Ltd. and also spent 4 years working for Morrison Hershfield as a building and fire code consultant. Sandy also spent time in Iran on the Persian Gulf working at major Petrochemical Refineries under construction as a Construction Safety Officer and Fire Specialist.
Sandy has vast practical wealth of knowledge and experience on a number of projects including commercial office projects, residential projects, mutual aid studies and fire and building code work in the energy and uranium industry.
John has been involved in the fire and emergency management since 1978. John experienced a rewarding 30 year career with the Calgary Fire Department that included 12 years as Media & Public Affairs Manager and three years as Emergency Management Coordinator. He brings with him a wealth of real life experience having worked through a multitude of major emergency incidents.
John provides a unique combination of a strong communications and training background, with extensive media and public relations, along with comprehensive knowledge of emergency management. As EM Coordinator, he was involved in the re-development of the corporate emergency management plan, analyzing the hazard identification / risk analysis profile. John also managed the development and implementation of corporate wide training programs and was Emergency Operations Manager for major activations.
Luc has been working in the oil and gas industry since 2005 in the areas of:
Luc has project managed a team of individuals that strengthened and overhauled hundreds of clients’ Emergency Management Programs. He has developed clients’ Emergency Management Programs, including the development of hundreds of site-specific drilling and completion, production area and corporate Emergency Response Plans (ERPs). These projects have ranged from having no residents to over 500 residents impacted and whose operations extend from the Northwest Territories to Saskatchewan.
Luc has also conducted emergency response training of oil and gas industry field and head office personnel. He has been involved in hundreds of emergency preparedness exercises to validate a company’s ability to respond effectively and also to recommend an action plan for continual improvement. These exercises have been held throughout Western Canada and have involved anywhere from 4 – 60 participants including regulatory and government stakeholders.
Luc has also responded to real life incidents where roles and responsibilities have ranged from an actual emergency responder to providing corporate head office emergency response management advice and support.
Luc also has experience in the areas of stakeholder engagement and public relation. He has developed and quality controlled public consultation and public / government involvement programs for hundreds of projects. Through this he has established well-founded relationships with industry experts, regulatory and government stakeholders as well as members of the public. He also has experience dealing with concerned and agitated public in areas sensitive to oil and gas development.
Melissa has worked in the oil and gas industry since 2006, in the areas of:

Melissa has developed numerous site specific facility and well emergency response plans for different clients with sour operations in order to meet regulatory requirements in Alberta, British Columbia, Saskatchewan, Ontario and the Northwest Territories as well as large pipeline emergency response plans that cross provincial borders in order to meet National Energy Board (NEB) regulatory requirements.
Melissa has also project managed annual updates for emergency response plans to meet regulatory requirements as well as providing innovative solutions, quality control processes, efficiencies and ongoing improvements to ensure that company objectives are continually being met.
Along with the development of ERPs, Melissa has also developed Guidelines for training and ERP Exercises Simulation Centre; which includes creating scripts and playing roles of regulatory agencies, local authorities, local health regions, industrial operators, residents, support services etc. to create a “real life” experience during exercises and training sessions.
She has managed a team of reprographics specialists, a team responsible for printing production of all documents for distribution and last step of quality control of documents, along with creating numerous hearing documentation binders to meet AER requirements.
Chuck has been involved in the oil and gas emergency response sector for over 10 years. His diversified career experience provides valuable insights towards a broad range of regulatory, industry and consulting aspects of the emergency managment industry.
Chuck’s expertise includes an in-depth knowledge of emergency response governmental regulatory requirements that was gained as an Assessor with the Alberta Energy Regulator (formerly known as the ERCB).
Chuck is experienced with working closely with key players in the oil and gas emergency management industry during the creation, development and maintenance of emergency response plans. Chuck has worked on a variety of plans, including corporate, facility and site specific plans for the upstream, midstream and downstream oil and gas industry.
Some of Chuck’s past primary job roles have included:
• Lead Project Manager for the creation, development and maintenance of emergency response and business continuity programs.
• Preparing management personnel for regulatory audits from industry governing agencies
• Supporting the development of emergency response software applications
• Assisting with designing and conducting emergency response plan exercises with field and corporate participants
Chuck Brophy is a seasoned Professional Engineer with over 35 years of experience in operational risk management. Chuck is a Certified Information Security Manager who has a proven track record in project management, risk management innovation, and BCP solution delivery for a wide range of organizations across North America.
Chuck has developed, directed, and executed BCP audits for major clients to
ensure process adherence to industry standards and best practices. With his
background in systems engineering, ICS, and information technology operations
management, he has command of the entire spectrum of BCP, from process analysis, IT risk assessment, to IT strategy implementation and integrated plan exercising. Recent clients include Chevron Canada, Husky Energy, ConocoPhillips, and ATCO Energy Solutions.
Some of Chuck’s project highlights include:
• Building the first BCP recovery centre in Canada.
• Integration of incident response, recovery, and restoration across diverse organizations such as the Canadian Gas Association.
• Developing software and processes to simplify and automate Business Continuity Planning.
PATRICK ALLEN, BGIS, BA Liberal Arts
Patrick has been providing mapping services at Behr since 2012.
He has five years of ERP mapping experience, working on a wide variety of oil and gas maps as well as other industry and civil mapping projects.
He has provided a wide range of services for Behr clients ranging from custom graphic projects to helping with ERP production; all while retaining his core mapping functions. This versatility allows him to offer more to clients and better integrate different services into the mapping solutions.
Brian has been involved with GIS and mapping in the oil and gas industry and emergency management since 2000.
He has years of experience in Geomatics core development with GIS implementation and management on a company wide level, including database design and management, streamlined mapping processes and detailed cartographic enhancement.
Diversified industry experience has allowed him to develop his strengths in related areas – mobile mapping, spills response planning field data collection methods, LiDAR data analysis and interpretation, aerial photo interpretation and GIS-assisted geophysical modeling processes.
Since 2009, Brian’s main focus is in emergency management which includes ERP Base Area Maps Emergency Planning Zone Maps, Emergency Services Response Maps, and Spills Response Maps. Some of Brian’s projects include:
