Celeste has been working in emergency response planning since 2012. While GIS mapping is her specialty, Celeste has been involved in many aspects of ERP planning including data entry and maintenance of a resident consultation database, review and formatting of technical reports/ERPs, and full-scale emergency response exercises.

Prior to 2012, Celeste worked in municipal government consulting with internal departments, government officials, landowners, and various other stakeholders regarding land development processes, bylaw enforcement issues, and GIS projects. It is in this role where she gained an interest in emergency management while working closely with emergency first responders and 911 Dispatch to develop a vehicle tracking and routing system and a rural addressing system.

Celeste holds an Applied Associate's in Science degree from Minot State University - Bottineau (now Dakota College at Bottineau) and a Bachelor of Science from Brandon University.
